Buildings where the services are the project.
JCGAU is a commercial and industrial construction company working across South Australia, Victoria and New South Wales. We deliver under design and construct, construct only, and early contractor involvement arrangements.

How we work
Seven things, each with something behind it.
This page sets out how we work and what sits behind each statement. Where a claim can be checked, we have said how to check it. If you want to know whether your project is one we are built for, see who we work with.
Decisions made where the work is
JCGAU is director-led, with executive involvement in the day-to-day running of every project. A senior representative is named in the contract and stays with the engagement from the first conversation through to defects close-out.
The people who price the work run the work. A commercial question is answered in the meeting rather than taken away and brought back — which matters most on the projects where a two-week decision costs more than the decision itself.
Every dollar traces to an awarded quotation
A price you cannot trace is an opinion. A price you can trace is a document.
Trade packages are advertised to the open market through a public tender platform rather than to a closed panel. Every bidder receives identical scope, drawings and tender form, and every clarification is issued to every tenderer as an addendum. No package is awarded on a single unqualified quote.
Where a client wants open-book delivery, we run it properly: each element of the construction cost tied back to an awarded subcontractor quotation, and preliminaries built up as a separate element rather than absorbed into the trades.

Sustainable Procurement Policy, and the Supplier Code of Conduct it carries
Sets out how trade packages are advertised, how bids are levelled to a common scope before they are compared, and the conduct standards a subcontractor accepts on award. It is a controlled document with a reference, an issue date and a revision.

Buildability before the price is fixed
The cheapest hour on any project is the one spent before the design is frozen.
We prefer to be engaged in preconstruction, coordinating the full consultant team — architecture, services engineering, structural and civil, certification and quantity surveying — before a construction price is agreed.
Value management sits inside the design stage, with the design team present. We do not procure a substitution without written confirmation from the design team. Buildability should improve a design, not quietly erode it.
Programme built from procurement, not backwards from a date
Programmes fail at the long-lead item, not at the trowel.
Programme development, procurement sequencing and long-lead management sit inside our scope rather than outside it. Critical-path items — typically mechanical plant, specialist equipment and authority approvals — are identified and released before they become delay events. The programme is baselined and reported against on a fixed cycle.
Risk retired at the cheapest point
Early investigation is cheaper than late discovery, and always has been.
Site investigation is scoped and agreed during preconstruction rather than carried as a contingency and argued about later. Geotechnical and structural verification, services location, acoustic and authority requirements and hazardous materials survey belong before a construction price closes, not after it.
The result is that latent conditions are assessed against records rather than against assumption.
Licensed where it matters, and clear about where
A licence is a scope statement, and we publish it as one.
JCGAU holds a South Australian building work contractor licence and Victorian commercial and domestic builder registrations, in the company’s name. The numbers, the scope and the currency are published in full on our leadership and governance page, with links to the registers that hold them.
In New South Wales, builder licensing under the Home Building Act 1989 attaches to work on a dwelling. It does not apply to the commercial and industrial classes we build, and that position was confirmed to us in writing by an appointed building certifier. New South Wales instead regulates trade licensing and accredited design, which we pass down and verify at buyout.
The same procurement discipline and the same reporting cycle applies wherever the project sits.

The registers show the licence number, the scope, the conditions and the currency of each registration, held in the company’s name. Nothing about our licensing depends on us telling you about it.

Buildings where the services are the project
In a technical facility the architecture is the easy half.
On laboratories, testing facilities and services-heavy industrial buildings, the mechanical, hydraulic, fire and electrical scope can account for more than half the construction cost, and almost all of the coordination risk. A building of that kind is won or lost at the interfaces.
Coordinating those services against a compliance framework, with specialist consultants at every interface and the certifier engaged before construction rather than after it, is the work this company is built around. Where a facility carries more than one building classification in a single envelope, each one brings its own compliance pathway, and they have to be resolved together.
How a trade package is bought
Six controlled stages, on every package.
This is our standing procurement method, not a description of any one project. It is set out in our Sustainable Procurement Policy, which carries the Supplier Code of Conduct a subcontractor accepts on award.
Project detail
We publish projects when the client says we can.
Nothing on this page is a client’s data
Cost breakdowns, programme positions, payment positions and contract structures belong to the client who paid for them. We do not put them on a website to win the next job, and we would not do it with yours either.
What you have read here is method: the standard we hold ourselves to on every project, whoever the client is.
Case studies, properly done
Where a client agrees, we publish a case study with them — scope, challenge, how it was resolved, and what the client got. Reviewed and approved by the client before it goes up.
If you want to speak to a client we have worked for, ask. A referee conversation tells you more than a case study ever will, and it cannot be written by a marketing department.
What we build

These images show the kinds of building this company is built around. Project names and clients are published only where the client has agreed to it.
Systems
Systems that travel with the project.
Management policies
Our quality, health and safety, and environmental policies are written and in use on every project, alongside a Code of Ethics and a Sustainable Procurement Policy that carries a supplier code of conduct.
They are written and maintained in alignment with ISO 9001, ISO 14001 and ISO 45001, and we will certify to a nominated standard where a project or a panel requires it. Any of them is available in full on request.
Contract and site
We contract on the form the client prefers. We will review and negotiate whichever contract you intend to use, on its merits, rather than insist on our own. Subcontracts are executed on standard Australian forms amended to match the head contract, and progress payments are administered under the Security of Payment Act of the relevant state.
Site access, induction, competency and licence expiry are managed through a controlled digital system rather than a paper register.
Talk to us
Before the design is fixed is usually the most useful time.
If you are planning a commercial or industrial project in South Australia, Victoria or New South Wales, we are happy to look at it early.
